Process for elimination: work to increase efficiencies in all services; lower the level of service; convene citizen forums to prioritize services for elimination; finally, eliminate services that citizens and leadership concur to be the least necessary.

Continue open two-way formal and informal communication; follow advice of experts whenever possible; personally express appreciation for work put forth. It may be time for Council to assign liaison or to have annual meetings with each board/committee.

I would never cut: Police, Fire, DPW, Finance or Building Department. I think any total cut of a program has a negative impact on some portion of our citizens. I prefer developing a realistic budget and making minimal cuts across numerous programs and maintain the quality of life in Troy.

Councilman normally interact with the City Manager rather that his staff and there is minimal personal dealings with boards and committees. Relationship between council and committees/boards is excellent, though council ignores input on occasion. Troy Daze Board was treated very poorly. This travesty should not be repeated. Additionally, both Council and Staff have a responsibility to the residents of the city. This common goal should be the basis for cooperation.

The City Council must set clear policy and expectations in order to allow city employees to do their job. It is the council's role to provide the vision and direction for the city of Troy, not to manage it. It is wise to defer to the expertise of professional managers, committees and boards.

In the event of a budget CRISIS, all city services may be asked to help offset the shortfall. First, Reduce/Eliminate outside consultants and City subsidies for the Fitness and Aquatic Centers. Stop new funding for Civic Center site improvements, Park Development and Trail System. Last resort, pay freeze or staff cuts.

I will be open, honest and respectful of others as I work with them. When all parties practice those traits, a cooperative working relationship will be maintained. As a member of the Troy Brownfield Redevelopment Authority, I have practiced those traits successfully with fellow members, city staff and outside developers.
